According to the manufacturer, Heckler & Koch (HK), the gun was in development for more than four years before it went on sale in June 2014.
It was designed at the request of the Bavarian State Police, to replace the HK P7. Since HK has a long history of using trigger guns, they decided to update their line with a newly designed trigger ball system that gives their guns the feeling of a clean break, trigger one level.
The original name for the gun was the “P30X”, since it was actually a lighter version of the Heckler & Koch P30.
The VP9 is a pistol with a Picatinny rail, two controls, a hammered polygonal barrel, and an adjustable back and side strap to make the gun grip fit in anyone's hand with 27 configuration options. It has been in development for over four years and is Heckler & Koch's first handgun since the introduction of the P7 pistol in the 1980s. These guns are manufactured at the Heckler & Koch factory in Oberndorf in southwest Germany.

Most shotguns have a pre-action trigger that increases in weight as the shooter pulls it back. The VP9 trigger has a short, light build-up with a solid single-action pause followed by a nice little build-up. Average product trigger weight is 5.2 lb
(23 N). The VP9 trigger has a magnetic pre-travel that follows a smooth pattern and a clean break. Diffusing does not involve releasing the striker by pressing the trigger.
Both the VP9 and VP40 use Heckler & Koch's ergonomic grip design that includes three adjustable back straps and six sides that allow the gun to fit all hands.
A sculpted thumb grip on the front of the pistol grip also engages the shooter's hand for better shooting.

Although influenced by other HK models, the VP9 has many innovations of its own. The console has full color. The slide release is located on both sides of the frame, and left or right-handed shooters can quickly activate the magazine release.
New is the HK patted charger. These are simple pieces that go up on either side of the back of the slide and provide a better grip to move the slide back. The charge supports faster loading and makes the VP9 easier to handle for shooters with reduced hand strength. The VP pistols use the same steel magazines as the Heckler & Koch P30 in the 15 and 10 capacity configuration.
The VP9 features a fully extended MIL-STD-1913 Picatinny rail that is molded into a polymer frame for easy mounting on accessories. The rail has been tested and certified to handle heavier equipment due to its full size which adds strength. This strength gives VP9 a higher strength compared to some polymer competitors whose frames change during use and cannot support the weight of some medium and large lights.
In the United States, the VP9 is available from dealers as a standard package (standard three-dot sights and two magazines included) or as an "LE" (Lawforcemt) package (tritium night sights with factory and three journals included). The night vision is a Meprolight Tru-Dot.

In late 2018, HK introduced the VP9 B (B for "button"), equipped with a magazine release button, in response to US market interest. In January 2020, HK upgraded the VP9 with a slide release to accommodate red dot optics, a 17-round high magazine replacing a 15-round magazine, and a mechanical sight with a black rear sight, replacing the previous three-dot . setup, all like a new standard for guns.

Because of its trigger feature, Heckler & Koch markets the SFP9 SF as a specialty pistol rather than a police pistol. The SFP9 SF has a trigger travel of about 6 mm (0.2 in) with a short trigger travel of 3 mm (0.1 in) and a pull of about 23 N (5.2 lbf).
The German Police Technical Specification (TR) (Technische Richtlinie Pistol im Kaliber 9mm x 19, revision January 2008) for German police service pistol certification requires an initial release of ≥30 N (6.7 lb).

The SFP9 TR has a trigger travel of about 11 mm (0.4 in) with a recoil reset of 5 mm (0.2 in) and a pull of about 30–35 N (6.7–7.9 lbf) to accommodate German orders on police rifles.
The optic-ready variant has a 140-millimeter (5.5 in) barrel and a 19 N (4.3 lbf) trigger on the magwell, and comes with a 20-round magazine.
As of 2019, a "slide conversion kit" is available from the manufacturer that turns the VP9 or VP9 B into a long slide display,

The experience gained by HK engineers with the recent P30 rifle had a direct impact on the design of the VP9, but the VP9 breaks new ground with the inclusion of a unique firing system and improved HK "firearm". The end result is a trigger quality unmatched in any bolt action rifle.
HK pioneered the development of the first bolt-action pistol, producing the VP70 and P7 series, a design that influenced many of HK's competition models. But the superior trigger has eluded most sniper rifle designs. The VP9 trigger is more than those and competitors. It has a short, light burst with a solid single pause followed by a short cool reset.
The VP9 trigger has a pre-travel magnet with a very sharp wall/stop. Typically, bolt-action rifles have a pre-action trigger that increases in weight as you travel the trigger. With the VP9, you have less than a visible pre-trip until the trigger reaches the engagement point of the fire control part before the trigger is released.
The VP9 uses HK's ergonomic pistol grip design that includes three adjustable rear grips and six sided grips - accommodating all hands. A molded thumb grip on the front of the pistol grip also engages the operator's hand for optimal firing. Only HK pistols have this type of custom grip.

Although influenced by other HK models, the VP9 has all the hallmarks of the latest, most advanced guns. All controls are full color. Sliders on both sides of the frame, left- or right-handed shooters can quickly activate the magazine.
What's new is the HK's patented stock - simple things that are attached to each side of the back of the slide and provide a convenient way to move the slide back. The charge supports faster loading and makes the VP9 easier to handle for shooters with reduced hand strength. VP pistols use an outstanding P30 steel magazine; 15 and 10 around the available capacity.
The VP9 has an extended MIL-STD-1913 Picatinny rail in its polymer frame for mounting lights and accessories. The rail is tested and certified to handle loads of up to 5.6 ounces.
The VP9's captive cooling fluid helps reduce recoil forces affecting the operator and gun, making the shooter's control during fire easier and extending equipment life. .

HK's famous forged cold hammer - made from gunmetal - ensures a long life. Similar HK barrels in the 9mm P30 model fired more than 90,000 rounds in an endurance test in 2010. The polygonal profile, without traditional holes and holes, contributes to long life and a slight increase in barrel speed.
The VP9's machined metal sliders are protected from corrosion and wear by HK's hostile environment finish, and all metal parts, including the springs and pins, have a beautiful metallic finish.
The VP pistol is manufactured at the Heckler & Koch factory in Oberndorf in southwest Germany. The VP9 is ideally suited for civilian, security, military and law enforcement sport shooting.
